CITY OF HORICON RESOLUTION NO. 2024-09 RESOLUTION CREATING A DOWNTOWN OUTDOOR REFRESHMENT AREA (DORA) WHEREAS, the Horicon Common Council encourages citizens to enjoy the outdoors including its City’s parks; and WHEREAS, the Horicon Common Council encourages citizens to patronize local establishments including restaurants and taverns; and WHEREAS, the City of Horicon’s Park & Recreation Board has created a Downtown Outdoor Refreshment Area (DORA) Policy to implement in the City of Horicon. NOW, THEREFORE, BE IT RESOLVED, the Common Council of the City of Horicon approves and implements the Downtown Outdoor Refreshment Area (DORA) as outlined below. Downtown Outdoor Refreshment Area (DORA) Persons may possess intoxicating liquor and fermented malt beverages on sidewalks and other portions of the public right of way open to vehicular traffic within an officially Designated Outdoor Refreshment Area (DORA) within such boundaries and during such hours as specified by Common Council Resolution. The Common Council has established 2 (two) DORAs, see the attached map. Such public areas included within the DORA open to the possession of liquor and fermented malt beverages include the public right of way, street, alley, highway, crosswalks, and parks. Beverages sold within a DORA shall comply with state law requirements regarding sealed containers. In addition, all alcohol beverages sold within a DORA for removal from a licensed premises shall be served in transparent or semi-transparent containers, except beverages may be served or possessed in their original packaging/ containers. Beverages sold or possessed in glass containers shall not be permitted to be opened or consumed and are deemed illegal. DORA Zones • Zone 1 – Area around Bowling Green Park. • Zone 2 – Area around Kiwanis Park.
