Merrill Area Public Schools Regular Board of Education Meeting August 21, 2024 – Minutes The meeting was called to order by Blake at 5:30 PM in the Board Room. Board members present: De Rizzo, Hornischer, Gremler, Liberty, Ashbeck, Proulx, Smith, and Blake. Board member absent: Woller. Others present: Superintendent Murray, MAPS Administrators, three people from the staff and public, and Recorder Woller. MOTION by Ashbeck, second by De Rizzo to approve the change of the MHS American Government to Civics for the 2024-2025 school year as presented. Motion carried unanimously. MOTION by De Rizzo, second by Proulx to approve the Merrill Area Public Schools Academic and Career Planning (ACP) Plan for the 2024-2025 school year as presented. Motion carried unanimously. MOTION by Proulx, second by Smith to approve the Purchase Order for $16,362.23 iLit45 materials from Savvas with ESSER III funds. Motion carried unanimously. MOTION by Ashbeck, second by De Rizzo to approve the Health Service Agreement between Lincoln County Health Department and Pine River School for Young Learners for the 2024-2025 school year. Motion carried unanimously. MOTION by De Rizzo, second by Hornischer to approve the Lincoln County Health Department School Health Services Contract/Agreement for the 2024-2025 School Year Grades 4K-12 and NAC, a recurring cost that is annually built into the district budget. Motion carried unanimously. MOTION by Smith, second by Proulx to approve the 2024 HPE Simplivity TechCare Renewal Contract for the amount of $21,494,13. Motion carried unanimously. MOTION by Smith, second by Proulx to approve the resolution authorizing temporary borrowing in an amount not to exceed $2,900,000; issuance of taxable tax and revenue anticipation promissory notes; and participation in the PMA Levy and Aid Anticipation Notes (PLANN) Program and approving Mark Powell as the acting fiscal agent for MAPS regarding signatures required on the day of the offering and other documentation relating to this borrowing. Motion carried unanimously on a roll call vote. MOTION by Proulx, second by Ashbeck to approve the 2024-2025 preliminary budget and tax levy as presented. MOTION by Ashbeck, second by De Rizzo to approve the program vehicle purchase for Pine River School for Young Learners for the 2024-2025 school year. Motion carried unanimously. MOTION by Gremler, second by Ashbeck to approve the Apptegy quote for $26,195.75 to replace our current website with Apptegy’s website and app. Motion carried unanimously. MOTION by Smith, second by Gremler to proceed with the solicitation and receipt of offers to purchase for the vacant Jefferson Elementary with the following conditions and terms presented. Motion carried unanimously. MOTION by Smith, second by Hornischer to approve the amended CESA 9 contract to include LETRS Volume 2 training costing $6,400.00. Motion carried unanimously. MOTION by Smith, second by Proulx to approve the Purchase Order for LETRS Training and Facilitator Training from Lexia Learning Systems LLC with ARPA LETRS funds. Motion carried unanimously. MOTION by Proulx, second by Hornischer to approve the addition of a second School Resource Officer, as presented, using Fund 80 as appropriate and as allowable. Motion carried unanimously. MOTION by Proulx, second by Smith to approve the purchase of a replacement boiler at Merrill High School from Complete Control for $89,430.00 using federal ESSER funds. Motion carried unanimously. MOTION by Ashbeck, second by Hornischer to approve the purchase of a replacement unit ventilator at Merrill High School from Complete Control for $17,150 using federal ESSER funds. Motion carried unanimously. MOTION by Proulx, second by Hornischer to approve the purchase of a replacement VAV DDC Conversions throughout the District from Complete Control for $15,545 using federal ESSER funds. Motion carried unanimously. MOTION by Hornischer, second by Gremler to approve the addition of the Community Education Coordinator salary plan to the MAPS Leadership Compensation Plan for Administrators. Motion carried unanimously. MOTION by Hornischer, second by Gremler to approve the change of position title from Behavior Coach to Dean of Students at Kate Goodrich. Motion carried unanimously. MOTION by Smith, second by Gremler to approve consent agenda items a through d, which includes minutes of the July 17, 2024 meetings; claims, vouchers and receipts totaling $2,053,519.98; donations totaling $2,000.00; and, the attached personnel report, contingent upon release of contract for hirings and upon the satisfaction of the appropriate liquidated damages for resignations, if applicable.
