NOTICE OF REFERENDUM TOWN OF OSCEOLA FOND DU LAC COUNTY, WISCONSIN November 5, 2024 NOTICE IS HEREBY GIVEN that at an election to be held in the Town of Osceola on Tuesday, November 5, 2024, the following proposed Resolution of the Town of Osceola Town Board will be submitted to a vote of the people: The Town Board of the Town of Osceola, Fond du Lac County, Wisconsin, does hereby ordain as follows: That, pursuant to s. 60.30(1e)(a), Wis. Stat., the offices of town clerk and town treasurer shall be filled by appointment of a majority of the members-elect of the town board. The terms of office for the appointed positions shall be set by the town board but may not exceed 3 years. The appointed officers may be re-appointed for additional terms, subject to town board approval. However, removal by the town board during a given term of office may only be for cause as defined under s.
17.001, Wis. Stat. & s. 60.30(1e)(f), Wis. Stat. This ordinance is subject to approval by the town electors in a referendum, which is hereby called by the Town Board to be held on November 5, 2024. With respect to the town clerk position, the referendum question shall be: “Shall the person holding the office of Clerk in the Town of Osceola be appointed by the town board?” With respect to the town treasurer position, the referendum question shall be: “Shall the person holding the office of Treasurer in the Town of Osceola be appointed by the town board?” The salaries of the appointed positions shall be set by the town board and may not be reduced during the term of office. BALLOT QUESTIONS The questions will appear on the ballot as follows: Question 1: “Shall the person holding the office of Clerk in the Town of Osceola be appointed by the town board?” Question 2: “Shall the person holding the office of Treasurer in the Town of Osceola be appointed by the town board?” EXPLANATION The effect of a “yes” vote for either question means that the applicable position will be converted into an appointed office. The effect of a “no” vote for either question means that the applicable position will remain an elected office.
