De Pere WNAXLP INVITATION TO BID The De Pere Housing Authority will receive sealed bids until 11:00 AM, local time, on January 31, 2025, at the De Pere Housing Authority at 850 Morning Glory Lane, De Pere, Wisconsin 54115. Bids will only be accepted by mail or hand delivered. Outside of envelope shall be marked “New Garage/Storage Building” and identified with the contractor's name. Bids, whether mailed or hand delivered, will not be accepted if received after the above-mentioned time and date. Fax or e-mail bids are not accepted. It is the bidder’s responsibility to verify with the Owner that Bids have arrived by the required date and time. Bids will be opened publicly in the De Pere Housing Authority Community Room at the above date and time. Work in general shall consist of the following work items: BASE BID 1 Work to include removing existing garage building and foundation, and replacing with new wood frame garage/storage building, slab on grade floor, concrete foundation, wood roof truss and deck, fiberglass shingles, concrete sidewalks, landscaping, electrical. All work is to be Bid thru a single Prime Contract. Plans and specifications may be examined at the office of the Architect and De Pere Housing Authority and the following Plan Rooms and Builders Exchanges: Fox Valley Builders Exchange. Complete set of plans and specifications can be obtained on or after January 8, 2025 from Architects Group Limited, 1825 South Webster Avenue, Suite 202, Green Bay, Wisconsin 54301, Telephone: (920) 432 1232 for a refundable deposit of $25.00 and a non refundable mailing fee of $15.00. All refundable plan deposit checks shall be made out to De Pere Housing Authority and non-refundable mailing fee shall be made payable to Architects Group Limited. Electronic Plans and Specifications can be obtained from the Architects office at no charge. Bid Form, Bid Bond, Form of Non Collusive Affidavit and Representations, Certifications, and Other Statements of Bidders forms shall be submitted with bid. Failure to do so may be the cause for rejection of bid. Copies of the above-mentioned forms are in the specification book. Bidders shall also include bid letters regarding minority participation and Section 3 requirements as outlined in the specification book. A bid bond of 5% is required to be submitted with the bid with the bonding company listed in Circular 570. See instructions to bidders for requirements. Each Bidder shall comply completely with Instructions to Bidders. This shall include evidence of an Affirmative Action Program, including women and minorities. Follow Executive Order 11246. Contractors shall comply with minimum wages listed in the wage rates included in the specification. De Pere Housing Authority reserves the right to reject any or all Bids or to waive any informalities in the Bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids without the consent of the De Pere Housing Authority. The requirements of Section 3 of the Housing and Urban Development Act of 1968 apply to this project and to the greatest extent feasible; contractors shall fulfill their obligation to utilize lower income residents as trainees and/or employees. See Supplementary Instructions to Bidders and General Conditions of the Contract for Construction, Article 40, and Division 1-U regarding their responsibilities.
