CITY OF NEW LONDON NOTICE OF EARLY PUBLIC REVIEW OF A PROPOSAL TO SUPPORT ACTIVITY IN A FLOOD HAZARD AREA To: All interested agencies, groups and individuals The City of New London is committing Community Flexible Facilities Program (FFP) funding, under the U.S. Department of Treasury's Capital Projects Fund (CPF) program, to undertake a project known as the Public Library Renovation Project. The specific element of this proposed project is to assist with public library renovations and improvements, which will benefit over 15,000. The project will expand the existing library space to include six classrooms, a science lab, and three computer labs with 30 desktop computers. In addition, the library will have increased broadband speed and technology that will address digital equity gaps and improve spaces, services, and materials, enhancing work, education, and healthcare monitoring. The proposed project is located in the NE ¼, SE ¼ , S12, T22N, R14E, Waupaca County, Wisconsin. The proposed action, if implemented, would impact 0.0 acres. Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA); reference FEMA flood insurance rate map panel 55135C0413D (eff. 1/20/2010). The purposes of this notice are to: (1) Inform the public of this potential consequence; and, (2) Request comments concerning: (a) Potential adverse impacts of the proposed project on the SFHA; and, (b) Alternative sites or courses of action that might avoid or reduce these impacts. Notice of Pending Application for Proposed Wetland Disturbance and Temporary Clear Span Bridges American Transmission Company (ATC) c/o Andrew Orthober, 801 O'Keefe Road, De Pere, WI 54115 has applied to the Department of Natural Resources for a permit for wetland impacts and temporary clear span bridge installation. The project is located in Sections 9, 10, 11 and 12, Township 25N, Range 10E and Sections 7,8,9 and 10, Township 25N, Range 11E, in the Town of Alban, Portage County and the Town of Harrison, Waupaca County. The Project proposes to rebuild critical overhead transmission line infrastructure between Rosholt Tap and Rosholt substation. The Project area includes an approximately seven-mile stretch of the Y-71 transmission line. Due to outage restrictions, safety concerns, and costs, the rebuild centerline will be offset 45 feet north of existing centerline. The rebuilt line will be designed for an 80-foot total right of way (ROW) width that will partially use the existing ROW. Within the new ROW, 65 new transmission line structures will be installed; transmission line structures will be steel monopoles. 122 transmission line structures will be removed during the wreck out phase of the Project. Approximately 4.49 acres of wetland conversion will occur to support ROW clearing in new easement areas (approximately 2.09 acres of forested wetland conversion). Three temporary clear span bridges (TCSBs) are proposed to be used for this Project. Approximately 4.16 acres of wetland will be temporarily impacted by construction matting placement. Approximately <0.01 acres (56.56 square feet) of permanent wetland fill will be required for the installation of eight new transmission line structures. Project activities have generally been broken into three phases, consisting of vegetation management, construction, and restoration. Approximate project start date is January 2025 with completion estimated at August 2026. The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.123, 30.208, and 281.36, Wis. Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands. The Department has made a tentative determination that it will issue the permit for the proposed activity.
